<br />26~ <br /> <br />WEDNESDAY, MAY 7, 1986 <br /> <br />,- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Wednesday, May 7, 1986, in the <br /> <br />Council Chambers, City Hall, beginning at 2:30 P.M., for the purpose of continuing <br /> <br />Council's consideration of City Manager George W. Brown's recommended 1986-87 City <br /> <br />Budget and, also, for the purpose of taking such preliminary actions thereon as Council <br /> <br />deemed necessary. All members of Council were present, viz., William C. Cole, Jr., <br /> <br />Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; and Clyde L. <br /> <br />Williams. <br /> <br />Council acknowledged receipt of the following memorandum prepared by City Manager <br /> <br />Brown entitled, "Alternatives for Balancing Proposed FY86-87 Budget", upon which Mr. <br /> <br />Brown commented and elaborated, meanwhile expressing his preference that Council adopt <br /> <br />his proposed budget as presented: <br /> <br />In consideration of Council's expressed concerns <br />14 cent real estate tax increase and various line <br />in the proposed FY86-87 budget, coupled with cuts <br />made in the budgets of the School Board, <br />organizations, I feel that it is appropriate <br />alternatives for balancing the proposed budget. <br /> <br />regarding the <br />items included <br />that have been <br />agencies and <br />for me to submit <br /> <br />I have, therefore, prepared two alternatives for Council's use <br />and consideration with respect to the proposed budget (See <br />Exhibits I and II). <br /> <br />I would point out that the approximate breakdown of total <br />projected General Fund expenditures for FY86-87 is as follows: <br />Education 50%, Agency/organizations 17%, and functions under the <br />jurisdiction of the City Manager 33%. It is hoped that cuts in <br />these major categories could be somewhat proportionate. <br /> <br />The percentage cuts of each of these three categories in the two <br />attached alternatives are as follows: <br />
