"-\6~
.~ ;]

MONDAY, APRIL 28, 1986

-

this motion was four-to-one (Mayor Cole voting "no"). Meanwhile, in recognizing

with Mr. Coleman the problems encountered by the Library Board each year in

attempting to obtain approval of allocated budget costs from each of the three sup-

porting jurisdictions (viz., the City of Martinsville, the County of Henry, and the

County of Patrick), Council unanimously concurred with Vice-Mayor Severt's suggestion

previously offered--as put into formal motion, duly seconded--that a special commit-

tee be established for the purpose of conferring with the Library Board in a joint

---

effort to anticipate and resolve future budgetary problems.

In the absence of Dr. Noel Boaz, Executive Director of the Virginia Museum of Natural

History ("housed" in the former Joseph Martin School Building owned by the City and

leased to the Museum), Mr. Tom Broeski, Exhibit Director, appeared before Council in

connection with the Museum's 1986-87 budget request of the City, being in the sum of

$22,000.00 for direct support and in addition to the sum of $14,000.00 proposed by

City Manager Brown elsewhere in the recommended 1986-87 budget to replace a section

of roof on the building, plus aluminum for an old roof section. In so doing, Mr.

Broeski suggested that a committee, such as to be established to confer with the Lib-

rary Board on annual budgetary matters, be established or authorized to confer with

Museum officials on such matters. After some discussion in which Vice-Mayor Severt

-

indicated her concern with the Museum's request being based on $1.50 per capita, and

upon Councilman Oakes' motion, duly seconded and unanimously carried, Council agreed

to contribute the requested sum of $22,000.00 in 1986-87 with the understanding that

the proposed roof repair costs be underwritten by the Museum and said repair work be

contracted and performed in accordance with specifications (to be provided by the

City's Public Works Department) under which prior roof repairs of the building have

been made.
