<br />24~ <br /> <br />TUESDAY, APRIL 22, 1986 <br /> <br />- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 22, 1986, in the <br /> <br />Council Chamber, City Hall, beginning at 1:30 P.M., for the purpose of continuing study <br /> <br />and consideration of City Manager Brown's recommended City Budget for the year ending <br /> <br />June 30, 1987. All members of Council were present, viz., William C. Cole, Jr., Mayor; <br /> <br />Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; and Clyde L. Williams. <br /> <br />After the stating by Mayor Cole of the purpose of this meeting, City Manager Brown <br /> <br />and Finance Director Richard D. Fitts presented supplemental and/or updated information <br /> <br />and statistical data pertaining to the proposed budget and--through J. Michael Grubbs, <br /> <br />Administrative Assistant to the City Manager--responses to questions raised relating to <br /> <br />personnel management. <br /> <br />This meeting was devoted to hearing from and conferring with representatives of <br /> <br />various "outside" agencies and several of the City's constitutional offices with regard <br /> <br />to their 1986-87 budget requests of the City, coupled with descriptions of the activ- <br /> <br />ities of--and the services being rendered by--the various agencies and offices, plus <br /> <br />funding sources. <br /> <br />Agencies and/or offices represented before Council in connection with their respective <br /> <br />budget requests, and Council's actions on said requests, were: <br /> <br />1. Central Piedmont Employment Consortium (by Ms. Kristen Shores) __ <br />request for $195.00 unanimously approved; <br /> <br />2. Citizens Against Family Violence (by Ms. Judy Hughes) __ request <br />for $3,000.00 approved by vote of four-to-one (Councilman Oakes <br />voting "no", in keeping with his prior-stated position regarding <br />public agencies and the probability of their increasing depen- <br />dence upon City Council for financial support); <br /> <br />3. Piedmont Emergency Medical Services Council (by Mr. Kippy Cassell) __ <br />request for $1,663.00 unanimously approved; <br />
