<br />231 <br /> <br />TUESDAY, MARCH 25, 1986 <br /> <br />,~ <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, March 25, 1986, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception <br /> <br />of Councilman L. D. Oakes, who was away from the City--being present, viz., William <br /> <br />C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; and Clyde L. <br /> <br />Wi 11 iams. <br /> <br />-- <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />unanimously approved the minutes of its regular meeting held March 11, 1986. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on the <br /> <br />Planning Commission's March 15th recommendation that the Special-Use Permit issued <br /> <br />November 24, 1981, for premises at 215 and 217 Starling Avenue and occupied by the <br /> <br />Piedmon~ Arts Association, be amended to include and allow those activites, subject <br /> <br />to the conditions set forth, as are described and enumerated in sub-paragraph 8 of <br /> <br />Paragraph E of Section V of the City's Zoning Ordinance, as last amended. As pre- <br /> <br />viously reported by the Commission, this recommendation responded to the Associ- <br /> <br />ation's recent petition seeking the rezoning of Lots Nos. 31 and 32, at 215 and 217 <br /> <br />Starling Avenue, from R-6 Residential to P-2 Professional, with which recommendation <br /> <br />the Commission reported the petitioner as being in accord. The record notes that no <br /> <br />citizens expressed any opposition to the proposed amendment which City Manager Brown <br /> <br />recommended be further amended to limit amusement activities and facilities "....to <br /> <br />musical entertainment, jamborees, educational displays, arts and crafts, auctions, <br /> <br />legal games, and concessions" and that, apparently, the last sentence in the Commis- <br /> <br />sion's recommendation, pertaining to "rides", be deleted. Mrs. Margaret Maxie, <br /> <br />Executive Director of Piedmont Arts Association, appearing before Council on behalf <br /> <br />of the Association, informed Council that the Association desires to sponsor and/or <br />
