<br />21q <br /> <br />TUESDAY, FEBRUARY 25, 1986 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, February 25, 1986, in <br /> <br />the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, <br /> <br />viz., William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; <br /> <br />L. D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />unanimously approved of the minutes--as recorded--of its regular meeting held February <br /> <br />11, 1986. <br /> <br />Council unanimously accepted the Planning Commission's recommendation that City water <br /> <br />and sewer services be extended outside the City to property situated on the east side <br /> <br />of Spruce Street, south of and adjacent to the street formerly designated as Tan Bark <br /> <br />Place, as requested by Dr. James K. Muehleck on behalf of Mohawk Properties, to serve <br /> <br />a proposed multi-family housing development (this being within the City's water-sewer <br /> <br />service area) subject to the establishing of restrictive covenants by which develop- <br /> <br />ment of the property will be in conformance with requirements of the City's R-9 Resi- <br /> <br />dential Zone. In so doing, Council authorized City Manager Brown to execute, on be- <br /> <br />half of the City, an appropriate contract with the petitioner-developer for such <br /> <br />service under said restrictive covenants. <br /> <br />To effect its action taken in regular meeting held January 28, 1986, Council unani- <br /> <br />mously adopted the following ordinance (No. 86-2) which, by amending the City's Busi- <br /> <br />ness-Professional License Tax Ordinance, brings the City's local license tax rates <br /> <br />into conformity with State-mandated "ceilings" on license tax rates and completes the <br /> <br />mandated roll-back of said rates which began in 1983-84, with said ordinance becoming <br /> <br />effective May 1, 1986: <br />
