<br />J or, <br />f <br />.iL <br /> <br />TUESDAY, FEBRUARY 11, 1986 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />that a certain alley or alleyway which extends from the north side of <br />Hairston Street, between properties identified as Lot 13A and Lot 49 <br />situated at 611 Hairston Street and 609 Hairston Street, respectively, <br />to the south side of Orchard Street be--and is hereby declared--vacated <br />and abandoned, subject to the preparation of appropriate maps reflecting <br />said vacation and abandonment. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, this <br />ordinance shall be in force on and after February 12, 1986. <br /> <br />In response to an inquiry from the West Piedmont Planning District Commission as to the <br /> <br />position Council might take on the Blue Ridge Airport Authority's current application <br /> <br />for Federal-State funding (supplemented by Authority funding) of the Authority's pro- <br /> <br />ject to acquire land and/or easements "....to either remove or light obstructions to <br /> <br />the approach surfaces and transition surfaces" of Blue Ridge Airport, which application <br /> <br />is before the Commission as a "clearinghouse" review, Council unanimously recommended <br /> <br />that the Commission make a favorable comment on said application. <br /> <br />Also, in response to the City School Board's proposal, as presented in person by Dr. <br /> <br />James E. Calkins, School Superintendent, and by Dr. Calkins' memorandum of January 20, <br /> <br />1986, that a Head Start Program be activated in the City School System for which the <br /> <br />Franklin County Community Action (Agency) would serve as grantee, Council unanimously <br /> <br />approved and concurred with said proposal, including the provision that Franklin County <br /> <br />Community Action (Agency) will serve as grantee. <br /> <br />City Manager Brown, Secretary to the City's Industrial Development Authority, informed <br /> <br />Council (by memorandum dated February 11, 1986) that, in connection with Council's <br /> <br />action on January 28, 1986, authorizing the issuance by the Authority of $2,000,000 of <br /> <br />IDA Revenue Bonds to assist Virginia Mirror Company in the financing of the projects <br /> <br />described in said authorization, the City's allocation subsequently was set at <br />
