<br />TUESDAY, FEBRUARY 11, 1986 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, February 11, 1986, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; <br /> <br />and Clyde L. Williams. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council unan- <br /> <br />imously approved--as recorded--the minutes of its regular meeting held January 28, 1986. <br /> <br />Council, with pleasure, joined with Police Chief Terry L Roop in commending Mr. R. <br /> <br />Taylor Rumley, a local citizen, for his concern over the years for the quality of life <br /> <br />in the community, as expressed by Mr. Rumley not only through his financial support of <br /> <br />local recreational activities but also through his providing employment and other oppor- <br /> <br />tunities to some four hundred youths during these years, in recognition of which the <br /> <br />Police Department presented its 1985 Citizen-of-the-Year Award to Mr. Rumley. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on a petition <br /> <br />submitted by Messrs. Jack I. Stultz and Robert E. Barrett, of 609 and 611 Hairston <br /> <br />Street, respectively, seeking the closing and abandonment of an alleyway which extends <br /> <br />between their properties from the north side of Hairston Street to the south side of <br /> <br />Orchard Street. There being no objections registered to this petition, and after <br /> <br />hearing some explanatory comments by Mr. Stultz, Mayor Cole declared this public hearing <br /> <br />closed; whereupon motion, duly seconded and unanimously carried, Council accepted the <br /> <br />Planning Commission's supplemental recommendation (prepared after a review of this <br /> <br />matter) that the entire alleyway be closed, vacated and abandoned, subject to prepa- <br /> <br />ration of appropriate maps reflecting the closing and abandonment of this alleyway and, <br /> <br />to effect same officially, Council adopted the following ordinance: <br /> <br />- <br /> <br />20~ <br />
