<br />TUESDAY, JANUARY 28, 1986 <br /> <br />forthcoming February 4th meeting. Mr. Jack I. Stultz, one of the petitioners, <br /> <br />appeared before Council and described certain undesirable usages being made of a part of <br /> <br />the alleyway by one or two abutting property owners, which usage would be curtailed <br /> <br />or eliminated if the alleyway is closed as requested and, furthermore, the requested <br /> <br />closing would make "official" the petitioners' usage of a portion of the present <br /> <br />alleyway as driveway access to their properties. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinance (as placed on first reading by Council at its January 14th meeting) which <br /> <br />amends Section 21-4 of the City Code in compliance with amended State Code Section <br /> <br />58.1-3930, providing for the collecting and recording of delinquent real estate taxes, <br /> <br />thus transferring the responsibility therefor from the Clerk of the City's Circuit <br /> <br />Court to the City Treasurer: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />this 28th day of January, 1986, that Chapter 21, Taxation, Article I, <br />Section 21-4, Procedure relative to delinquent real estate taxes of <br />the City Code be amended, as follows: <br /> <br />The city treasurer shall follow the procedure prescribed by <br />the Code of Virginia in respect to handling delinquent real <br />estate taxes and recording such delinquent taxes. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution approving of the proposed issuance by the City's Industrial Development <br /> <br />Authority of the Authority's revenue bonds in an amount estimated to be $2,000,000 <br /> <br />to assist Virginia Mirror Company, Inc., represented by Mr. John L. Gregory, III, its <br /> <br />counsel and Attorney at Law, in the financing of the cost of equipment and improve- <br /> <br />ments cited in said resolution: <br /> <br />WHEREAS, the Industrial Development Authority of the City of Martins- <br />ville, Virginia (the Authority), has considered the application of <br />Virginia Mirror Company, Incorporated (the Company), 300 South Moss <br /> <br />#*- <br /> <br />203 <br />
