<br />- - <br /> <br />195 <br /> <br />TUESDAY, JANUARY 14, 1986 <br /> <br />of each year, beginning with the year 1987, as Lee-Jackson-King <br />Day for the City of Martinsville and, in so doing, declares the <br />third Monday in January of each year, beginning with the year <br />1987, a legal holiday for all City employees. <br /> <br />Council unaniously accepted City Manager Brown's recommendation that the City's <br /> <br />Employee Manual be amended, as it relates to the method heretofore in practice of <br /> <br />paying compensation to employees on injury leave under Workers' Compensation reg- <br /> <br />ulations, to comply with recently-revised statutes or regulations applicable there- <br /> <br />to. (Reference: Section 4-8 of Employee Manual.) <br /> <br />Council also unanimously approved of certain amendments to--and/or revisions of-- <br /> <br />the City's employee grievance procedure to reflect compliance with recently- <br /> <br />revised statutory regulations and requirements. (Reference: Chapter VIII of Em- <br /> <br />ployee Manual.) <br /> <br />By report dated January 8, 1986, City Manager Brown reviewed certain findings re- <br /> <br />cently submitted by the firm of Manning, Perkinson, Floyd & Company and pertaining <br /> <br />to certain recommended improvements with regard to a recent study by this firm of <br /> <br />the City Treasurer's office and its operations, in which report Mr. Brown offered <br /> <br />procedures and/or methods by which the recommended improvements can be accom- <br /> <br />plished. Two of the procedures or methods would involve physical changes within <br /> <br />the Treasurer's office (i.e., the work-area in the rear portion of the office), <br /> <br />viz., an additional counter to separate cash handling activities from the area <br /> <br />records are made available to the public, estimated to cost $7,000.00, and an <br /> <br />additional safe to be kept within the main vault of the office, estimated to <br /> <br />cost $1,700.00. In accepting City Manager Brown's report, and requesting that a <br /> <br />progress report on implementation of the recommendations be provided Council two <br />
