<br />1 ~) <br />:1"-' <br /> <br />TUESDAY, DECEMBER 8, 1987 <br /> <br />City Manager Brown informed Council that, in connection with the appearance before <br /> <br />Council at its November 10th meeting of Ms. Donna Smith, on behalf of <br /> <br />Smith/Packett's proposed 120-bed nursing home facility for Martinsville, <br /> <br />endorsement of this proposed project would be in no way conflict with Council's <br /> <br />prior endorsement of the nursing home facility proposed by Dorn-Will Development <br /> <br />Corporation, which corporation has already been issued a Certificate of Need by <br /> <br />the State Health Commissioner. Mr. Brown reported, too, that Ms. Smith is <br /> <br />attempting to clarify a question with appropriate State officicals as to the need <br /> <br />for additional nursing home beds in this area and, when clarified and other <br /> <br />pertinent information obtained, Mr. Brown will present an "update" report to <br /> <br />Counci l. <br /> <br />Council concurred with City Manager Brown in his suggestion that a status report <br /> <br />on delinquent property taxes (recently requested by Vice-Mayor Williams) be <br /> <br />rescheduled for Council's forthcoming regular meeting to be held January 12. 1988. <br /> <br />to reflect the collection of such taxes anticipated during the current month of <br /> <br />December. <br /> <br />Because of a 65% rate increase proposed by Blue Cross/Blue Shield. effective <br /> <br />January 1, 1988, for medical/health insurance for City employees and City School <br /> <br />Board employees and dependents, the City's City/School Insurance Committee elected <br /> <br />to have the City's medical insurance consultant, Mr. Norman Crews, of Industrial <br /> <br />Insurance Management. invite bids (i.e., "go to the market") for such coverage <br /> <br />with benefits, hopefully, matching benefits under the current plan. Of three <br /> <br />proposals received, and because the committee desired to continue the relationship <br /> <br />with Blue Cross/Blue Shield, the committee recommended the proposal from this <br /> <br />company but, in so doing, pointed out that this company will no longer pay 80% of <br />
