<br />': 26 <br /> <br />MONDAY, NOVEMBER 23, 1987 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding, was held Monday, November 23, 1987, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., for the purpose of <br /> <br />receiving from--and discussing with--the City School Board various schedules and <br /> <br />exhibits on the operation of the local public school system, as presented by the <br /> <br />School Board and the system's administrative staff. All members of Council were <br /> <br />present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. <br /> <br />Cole, Jr.; Alfred T. Groden; and Allan McClain. Present from the School Board <br /> <br />and its staff were: Worth C. Carter, Jr., School Board Chairman; School Board <br /> <br />members Mrs. Catherine Stone, Johnnie L. Jones, and Roger D. Martin; Dr. James <br /> <br />E. Calkins, School System Superintendent; Dr. Larry J. Kellogg, Administrative <br /> <br />Assistant for Instruction; Mr. Joseph E. Finley, Administrative Assistant for <br /> <br />Special Services; Mr. Ronald B. Epperly, Business Manager; and Mrs. Lynda W. <br /> <br />Pulliam, School Board Clerk. <br /> <br />The presentation was made by Mr. Carter, Dr. Calkins, Dr. Kellogg, Mr. Finley, <br /> <br />and Mr. Epperly and consisted of the following exhibits or schedules: <br /> <br />1. Budget Summary Spread Sheet, i.e., budget proposals for each of <br />the years 1978-79 through 1986-87, in which expenditures began <br />at $5,134,000 and increased to $10,231,000, with the City's net <br />appropriation to the school system increasing from $2,702,000 to <br />$4,489,000; the cost per pupil being $1,446.00 in 1978-79 and <br />increasing to $3,409.00 for 1986-87; whereas, average daily <br />membership decreased from 3,629 to 3,041; <br /> <br />2. Appropriation Summary Sheet, Revenue Summary Sheet, and Debt <br />Service Summary Sheets; <br /> <br />3. Certificated Teacher Costs (average salary for 1987-88, with <br />lowest salary being $18,200.00 and highest salary being <br />$39,516.00); <br /> <br />4. The status of a report due from the State's Joint Legislative <br />Audit & Review Commission (JLARC), as to funding standards of <br />quality, with grave concern being expressed by the School Board <br />as to the adverse impact decisions (yet to be made) on funding <br />by the State may have on Martinsville; <br />
