<br />)U <br />~, <br /> <br />TUESDAY, NOVEMBER 10, 1987 <br /> <br />Ms. Donna H. Smith, of Smith/Packett Med-Com of Roanoke, Virginia, appeared <br /> <br />before Council and sought Council's formal support of her firm's application <br /> <br />being filed for a Certificate of Need from the Virginia Department of Health to <br /> <br />permit the construction and operation of a 120-bed nursing home facility, <br /> <br />proposed for a site on Commonwealth Boulevard across from Martinsville High <br /> <br />School. Mr. Philip G. Gardner, Attorney at Law and counsel to Dorn-Will <br /> <br />Corporation, a firm which has received an allocation of 96 beds for a proposed <br /> <br />120-bed nursing home facility off East Church Street near the City's east <br /> <br />corporate limits as well as an allocation of 180 beds for Commonwealth Health <br /> <br />Care which Dorn-Will Corporation recently agreed to take over and operate, <br /> <br />appeared before Council not in opposition to the Smith/Packet proposal but <br /> <br />merely to inform Council, on behalf of his client, that--according to <br /> <br />information available to him--only fifty-six (56) beds will be available each <br /> <br />year, through 1993, for additional nursing home patients in this area and, then, <br /> <br />only for expansion of present facilities.....none for new nursing homes. <br /> <br />Consequently, Mr. Gardner suggested that there is no need for Council to endorse <br /> <br />the Smith/ Packett proposal. Ms. Smith, howe~er, reported that there will be a <br /> <br />local un-met need for 277 beds by the year 1993. Upon motion, duly seconded and <br /> <br />unanimously carried, Council "tabled" Ms. Smith's request (an action with which <br /> <br />Ms. Smith indicated she is agreeable, pending additional information she <br /> <br />proposes to present). Council also asked City Manager Brown to report such <br /> <br />additional information and/or other pertinent data to Council at Council's <br /> <br />forthcoming November 24th meeting. <br /> <br />'I. <br />
