To qualify as a guarantor, an individual
must be a bonafide customer of the City, in good
standing, reside in the City and appear in person to
execute a "Guaranty of Payment Agreement". The
guarantor must understand that failure to pay any
charges unrecovered from the customer will result in
the termination of services to the guarantor.

b. Professional/Commercial/Industrial Service

As security for the payment of electric bills a deposit
equal to the two highest monthly bills within the
previous twelve month period will be required from a
customer unless that customer can demonstrate to the
Electric Department that the proposed use of the
facility is substantially different from that of the
previous tenant or in the case of a new facility the
Electric Department will establish an acceptable
deposit based upon a survey of the facility and an
assessment of its intended use. Such deposit is
payable in full prior to connection. Additionally, the
City reserves the right to require additional deposits
if a customer's payment record and/or consumption
experiences reflect that a higher deposit is necessary
to protect the interest of the City.

No letter of credit or "Guaranty of Payment Agreement"
will be accepted in lieu of a deposit for
professional/commercial/industrial accounts. However,
a security bond or an irrevocable letter of credit from
a bank will be accepted in lieu of such deposit.

* * * * * * *

Upon motion, duly seconded and unanimously carried, Council approved (for execution

by City Manager Brown on behalf of the City) a lease agreement with the Appalachian

District Council of Assemblies of God Church by which a nine-foot strip of land

(owned by the City) situated between the back of the sidewalk along Bob Gregory

Street and the property line of the First Assembly of God Church at the corner of Bob

Gregory and Chatham Road will be made available to the lessee until and unless, upon

sixty days notice, the City needs the property for street purposes.
