<br />"'0 <br />".._-il <br />...;.....' <br /> <br />TUESDAY, SEPTEMBER 8, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding, "as held Tuesday, September 8, 1987, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M. All members, with the exception <br /> <br />of Vice-Mayor Clyde L. Williams (who was away from the city), were present, viz., <br /> <br />Mayor L. D. Oakes; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome to visitors present, Council <br /> <br />unanimously approved of the minutes, as recorded, of Council's regular meeting <br /> <br />held August 25, 1987. <br /> <br />In accordance with the requirements of subsection (a)(6) of Section 2.1-344 of the <br /> <br />CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br /> <br />unanimously carried by a recorded vote, Council convened into an Executive Session <br /> <br />for the purpose of considering, with legal counsel, a legal matter. At the <br /> <br />conclusion of this session, Council agreed to continue its consideration of this <br /> <br />matter in another duly-convened Executive Session later during this meeting. <br /> <br />Council then reconvened into regular session. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on a <br /> <br />petition (previously recommended for Council's approval by the Planning Commission) <br /> <br />submitted jointly by Messrs. Earle W. Green and James W. Severt seeking the vacating <br /> <br />and abandonment of a ten-foot alley situated on the south side of Market Street, <br /> <br />west of Ellsworth Street, this alley being between two of three lots sold to <br /> <br />Mr. Greene (and/or the joint petitioners) by Council action taken June 23, 1987 <br /> <br />(see page 58 of Minute Book No. 26). There being no objections registered by any <br /> <br />citizen to the alley being vacated and abandoned, Mayor Oakes declared this public <br /> <br />hearing closed; whereupon motion, duly seconded and unanimously carried, Council <br /> <br />granted said petition by accepting the Planning Commission's recommendation thereon <br />
