<br />TUESDAY, AUGUST 25, 1987 <br /> <br />.'- <br /> <br />Electric Fund to pay for said bucket truck. Mr. Brown also noted that the so-called <br /> <br />SEPA agreement, relating to electric energy from Philpott Dam to be made available <br /> <br />to the City of Martinsville, as recently approved by Council, has been approved by <br /> <br />the Federal Energy Regulatory Commission. City Manager Brown also presented a <br /> <br />statement of fund balances as of July 31, 1987. <br /> <br />- <br /> <br />In connection with a traffic study report recently presented, pertaining to the <br /> <br />need--or lack of need--for traffic signals along Market Street at various inter- <br /> <br />sections, City Manager Brown (having reviewed the Virginia Department of <br /> <br />Transportation's recommendations thereon) agreed that a traffic signal should be <br /> <br />installed at the Bridge Street intersection but recommended delaying of such an <br /> <br />installation until studies now underway of the Moss Street and Ellsworth Street <br /> <br />intersections are completed, inasmuch as the findings could have some bearing on <br /> <br />the need for a traffic signal at the Bridge Street intersection. City Manager <br /> <br />Brown also recommended that the installation of a traffic signal at the Market <br /> <br />Street/Commonwealth Boulevard intersection be postponed until a new mall proposed <br /> <br />by The Lester Group north of Commonwealth Boulevard and west of Liberty Street is <br /> <br />developed to the extent that a definite traffic pattern can be established in that <br /> <br />area, unless the need for such a signal becomes critical during the interim. <br /> <br />Council accepted Mr. Brown's recommendations in this matter. <br /> <br />.- <br /> <br />Council acknowledged receipt of information on a new policy established by the <br /> <br />Virginia Department of Transportation, under which policy municipalities within <br /> <br />the Commonwealth may be permitted to administer all or parts of activities involved <br /> <br />in the urban (highway-street) project development process on projects reflected in <br /> <br />the Department's Six-Year Construction Program. City Manager Brown reported, <br /> <br />however, that there is one drawback in this new policy in that it relates only <br /> <br />to the Transportation Department's Six-Year Construction Program rather than to <br />
