<br />84 <br /> <br />TUESDAY, AUGUST 25, 1987 <br /> <br />to such permits and subject to the condition that the project construction begin <br /> <br />within eighteen (18) months and be completed in five (5) years. <br /> <br />Council also unanimously approved a request submitted by Mrs. William R. Windle, <br /> <br />as Chairman of the Virginia Daughters of the American Revolution's Bicentennial of <br /> <br />the Constitution of the United States, that under the local DAR Chapters' sponsor- <br /> <br />ship a commemorative ceremony (including a planting of a tree) be conducted on the <br /> <br />front lawn of the City's Municipal Building on Tuesday, September 22, 1987, beginning <br /> <br />at 3:30 P.M. Mrs. Windle noted that a similar ceremony is being scheduled at Henry <br /> <br />County Administration Building on this same date, beginning at 4:30 P.M. <br /> <br />Council unanimously accepted conditions set forth by the Virginia Department of <br /> <br />Transportation under which Mr. Joel Amos, the Department's Resident Engineer, will <br /> <br />recommend that the Department of Transportation and the Virginia Division of Parks <br /> <br />& Recreation make available the sum of (up to) $40,000.00, contingent upon compliance <br /> <br />by Henry County with certain requirements associated therewith, for financing the <br /> <br />cost of improving the access road to the City's Beaver Creek Reservoir (located in <br /> <br />Henry County). City Manager Brown informed Council that in his judgement the proposed <br /> <br />improvements to the access road will not cost more than $40,000.00; however, should <br /> <br />the cost exceed this amount, the City will be obligated to finance such excess costs. <br /> <br />Meanwhile, Councilman Cole inquired as to the roles adjoining land owners might have <br /> <br />in this project as well as that of Henry County in sharing in the development of the <br /> <br />area; and, in addition, Councilman Cole suggested that the development of nearby <br /> <br />undeveloped lands might be a joint venture of the City's and Henry County's <br /> <br />Recreation Departments. <br /> <br />At the joint request filed by Multi-Channel T.V.
