<br />10 <br /> <br />TUESDAY, MAY 26, 1987 <br /> <br />pointed to certain advantages (such as the City's relatively-low property tax rate <br /> <br />and the availability of City utility services) which should counteract concerns with <br /> <br />terrain and topography. Having observed that some of the twelve sites are presently <br /> <br />zoned for other than industrial usage, Council concurred with Councilman Cole's <br /> <br />suggestion that the Planning Commission consider recommending that these sites be <br /> <br />rezoned for industrial usage, concurrent with the Commission's on-going study of the <br /> <br />City's Zoning Ordinance and the proposed updating thereof, in which Mr. Cole urged <br /> <br />the involvement of the public. <br /> <br />Council acknowledged receipt of a statement of the City's fund balances as of April <br /> <br />30, 1987, a report that a considerable portion of Literary Fund loans (for the <br /> <br />financing of the cost of replacing roofs on City school buildings) has been <br /> <br />received, and a status report on funding reported to be provided by the Virginia <br /> <br />Department of Transportation for the industrial access road project for Tultex <br /> <br />Corporation's plant off Franklin Street. <br /> <br />In accordance with the requirements of subsection (a)(l) of Section 2.1-344 of the <br /> <br />CODE OF VIRGINIA (1950, and as amended), and upon motion duly seconded and <br /> <br />unanimously carried by a recorded vote, Council convened into an Executive Session <br /> <br />for the purpose of considering nominees for appointment and/or reappointment to <br /> <br />membership on various boards and commissions. At the conclusion of said Executive <br /> <br />Session, Council reconvened into regular-and-open session and unanimously appointed <br /> <br />and/or reappointed the following individuals to membership on the following boards <br /> <br />and commissions, for the following terms of office beginning July 1, 1987: <br /> <br />A. Mrs. James H. (Helen S.) Barnes to the Social Services Administrative <br />Board for a four-year term, succeeding Mr. Richard L. Gipple, <br />ineligible for reappointment; <br /> <br />B. Mrs. Becky A. Aydlett and Messrs. Robert L. Canupp, Jr., and Donald J. <br />Louque, Jr., to the Commercial Development Commission for three-year <br />terms, to succeed themselves; <br />
