<br />~ <br /> <br />- <br /> <br />,- <br /> <br />TUESDAY, MAY 26, 1987 <br /> <br />Upon motions, duly seconded and unanimously carried, Council authorized City Manager <br /> <br />Brown to execute the following documents which relate to right-of-ways and/or <br /> <br />easements necessary to the construction of the proposed Spruce Street roadway <br /> <br />project: <br /> <br />(1) A deed conveying to the Commonwealth of Virginia (Department of <br />Transportation) a portion of that tract off Spruce Street originally <br />purchased for a school site and adjacent to property on which Adkins <br />Construction Corporation proposes to construct a housing complex; aqd <br /> <br />(2) An easement by which Appalachian Power Company may construct and main- <br />tain an electric power line across and over City-owned property along <br />Spruce Street, adjacent to a recreational area owned by the City. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted City Manager <br /> <br />Brown's proposed 1987-88 City Budget, as revised and modified, for the purpose of <br /> <br />conducting a required and duly-advertised public hearing thereon at Council's forth- <br /> <br />coming regular meeting scheduled for June 9, 1987, and the setting of property tax <br /> <br />rates for 1987-88 in conjunction with final adoption of a 1987-88 City Budget. <br /> <br />Meanwhile, Councilman Cole requested that the City Administration .......put together <br /> <br />a special presentation....... for said June 9th public hearing as a means of <br /> <br />apprising citizens of services and programs being provided by the City. <br /> <br />In compliance with a recent request by Council, the City Administration (through Mr. <br /> <br />Dennis W. Carney, Planner, and with the assistance of Mr. Lawrence Wuensch, Execu- <br /> <br />tive Director of the Martinsville-Henry County Economic Development Corporation) <br /> <br />presented a listing and description of undeveloped industrial sites remaining in the <br /> <br />City, with the plotting thereof on a City zoning map. Said listing and description <br /> <br />included ownerships, topography, accesses (if any) to transportation facilities, and <br /> <br />potentials of some twelve sites, plus three marginal sites. Mr. Wuensch suggested <br /> <br />that Council consider preparing one or more sites for industrial usage as well as <br /> <br />that one such site might by developed by its owner as a private industrial park and, <br /> <br />further, that the City take action to protect its diminishing resources, i.e., lands <br /> <br />which can be adapted to industrial development.
