<br />20 <br /> <br />TUESDAY, APRIL 28, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding, was held Tuesday, April 28, 1987, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M. With the exception of Councilman Alfred <br /> <br />T. Groden, who was absent because of illness, all members of Council were present, <br /> <br />viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; and <br /> <br />Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome extended to visitors present, <br /> <br />Council unanimously approved of the minutes of its special meeting and its regular <br /> <br />meeting held April 14, 1987. <br /> <br />Upon motion, duly seconded and unanimously carried, Council endorsed and authorized <br /> <br />the filing by the City's Police Department of applications (also endorsed by the <br /> <br />Martinsville Transportation Commission) with the Virginia Department of Motor <br /> <br />Vehicles for financial assistance or grants in the amounts of $9,600.00 and <br /> <br />$1,550.00, respectively, for the following projects: <br /> <br />A. Selective "Driving-Under-Influence" Enforcement, particularly by <br />off-duty police officers; and <br /> <br />B. Safety Belt Public Information Campaign. <br /> <br />Mrs. Becky Aydlett, Chairman of the City's Commercial Development Commission, <br /> <br />appeared before Council and reported on recent activities and programs undertaken by <br /> <br />the Commission, as well as on-going efforts and programs, designed to attract, <br /> <br />develop and retain commercial enterprises within the City. In so doing, Mrs. <br /> <br />Aydlett acknowledged the assistance of a special committee, whose membership <br /> <br />includes Mayor Oakes and City Manager Brown, as well as the assistance of City <br /> <br />- Planner Dennis W. Carney, in the promotional phase of the Commission's work. <br /> <br />Pursuant to Councilman Groden's recent request, Commissioner of the Revenue J. <br /> <br />Ronnie Minter appeared before Council and presented reasons which prompted Mr. <br />
