Meanwhile, City Manager Brown apprised Council of the receipt <br /> <br />of an amended budget request (for 1987-88) from the General District Court for <br /> <br />additional facilities/equipment estimated to cost $7,000.00 (i.e., not included in <br /> <br />the Court's original request). <br /> <br />At this point, Councilmen Groden and McClain presented prepared statements (which <br /> <br />are made a part of these minutes as addenda thereto) generally taking exception to <br /> <br />certain premises by which the proposed 1987-88 budget has been balanced, <br /> <br />particularly as to usage of estimated fund surpluses. In the discussion of these <br /> <br />statements, it appeared to be a consensus of Council that City Manager Brown should <br /> <br />develop ways and means of raising additional revenue for the City as well as reduce <br /> <br />his expenditure requests for 1987-88, such as--in the latter case--eliminating <br /> <br />requests to purchase certain data processing equipment, for example. <br /> <br />Council then began a review of City Manager Brown's Budget Message, examining <br /> <br />perhaps one-half thereof before Mayor Oakes declared this special meeting adjourned. <br /> <br />W.~~~~~~~'~l~rk of Council <br /> <br />ADD END A <br /> <br />STATEMENT BY COUNCILMAN GRODEN <br /> <br />I would like to commend Mr. Brown and his staff for the excellent job and <br />the professional manner in which the budget was put together. <br /> <br />Unfortunately, the budget is out of balance by approximately $2,000,000 - <br />if we don't count the transfers made from our utility departments to the <br />General Fund. <br /> <br />These transfers, known as surpluses, have become a habit by our Council and <br />also prior Councils.
