<br />TUESDAY, APRIL 14, 1987 <br /> <br />,- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held Tuesday, April 14, 1987, in the Council Chamber, City Hall, <br /> <br />beginning at 3:00 P.M, for the purpose of considering and discussing City Manager <br /> <br />George W. Brown's recommended City Budget for the fiscal year beginning July 1, 1987 <br /> <br />and ending June 30, 1988. All members of Council were present, viz., L. D. Oakes, <br /> <br />Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; and <br /> <br />Allan McClain. <br /> <br />..-' <br /> <br />Following the invocation by Mayor Oakes and the stating of the purpose of this <br /> <br />special meeting, City Manager Brown reviewed significant points in his budget <br /> <br />message accompanying his proposed budget, some of which points were: <br /> <br />A. Proposed salary adjustments (for personnel under the jurisdiction of <br />the City Manager) assume a three per cent increase as of July 1, 1987; <br />a two per cent increase as of January 1, 1988; and a built-in one per <br />cent for longevity service, merit, and promotions; <br /> <br />B. No increases are proposed in local property tax rates (although antic- <br />ipated income from real estate taxes will increase because of the <br />recently-completed general reassessment of taxable real estate in the <br />City...see report of Commissioner of Revenue, page 456, minutes of <br />Council's meeting held January 27, 1987), nor are any increases <br />proposed in other local tax rates and/or service charges although <br />reference was made to possible sources of additional revenue (such as <br />imposing a service charge for refuse collection and disposal, per Mr. <br />Brown's April 10th letter to Councilman Groden); <br /> <br />C. <br /> <br />A serious reduction of General Fund surplus remaining at June 30, <br />1988; and <br /> <br />c'- <br /> <br />D. Increased usage of utility (Enterprise) fund surpluses by increasing <br />transfers therefrom to the General Fund. <br /> <br />In the ensuing general discussion of the proposed budget, Council concurred with <br /> <br />Councilman Cole's suggestion that representatives of outside agencies, to which <br /> <br />Council contributes financial support, such as the Central Piedmont Employment <br /> <br />Consortium, be asked to appear before Council and explain pertinent features of <br /> <br />their respective budgets and requests. Too, Mr. Cole SUbsequently pointed out that <br /> <br />in the Electric Fund for 1985-86 expenditures exceeded revenue and in General Fund <br /> <br />revenue items, such as service charges and recovered costs, current income is less <br />
