<br />J2 <br /> <br />TUESDAY, MARCH 24, 1987 <br /> <br />Mrs. Nancy N. Henderson, Chairman of the Martinsville-Henry County Clean Community <br /> <br />Commission, accompanied by Mrs. Lyn Shanahan (a recently-appointed member of the <br /> <br />Commission), appeared before Council and outlined plans and programs for the <br /> <br />upcoming annual "Clean-Up Week" (to be conducted over the period April 14th-April <br /> <br />12th), to begin with a "kick-off" breakfast for the Public Works Department's clean- <br /> <br />up crews at Sammys-At-The-Plaza Restaurant on Monday, April 6, 1987, beginning at <br /> <br />7:00 A.M., to which breakfast--being "hosted" by Mr. J. Burnice Frith--members of <br /> <br />Council were cordially invited. <br /> <br />Council acknowledged receipt of the following staff reports: <br /> <br />A. Financial balance sheet of all City funds, as of February 28, 1987; <br /> <br />B. An up-date on the City's Fire Prevention Code as it relates to inspec- <br />tion of commercial-business premises, fees charged therefor, and <br />required permits, plus a description of "refined" procedures therefor, <br />as recently advocated by Councilman McClain; <br /> <br />C. A notice of a public hearing (i.e., preallocation hearing) to be <br />conducted by the Virginia Department of Transportation in Salem, <br />Virginia, April 22, 1987 (this date having been changed from the <br />initially-scheduled hearing set for April 3rd in Roanoke); and <br /> <br />D. Impending delivery to members of Council (on Friday, March 27th) of <br />the City Manager's proposed and recommended City Budget, accompanied <br />by his Budget Message, for the forthcoming fiscal year beginning July <br />1, 1987. <br /> <br />By report dated March 20, 1987, the Planning Commission informed Council that it <br /> <br />recently conducted a duly-advertised public hearing on a petition as submitted by <br /> <br />Mrs. G. T. White and Mr. Eugene Medley, seeking the rezoning of Lots Nos. A through <br /> <br />F at 410 Memorial Boulevard, being south of Lavinder Street on the southwest side of <br /> <br />Memorial Boulevard, from their present C-3 Commercial and R-6 Residential status to <br /> <br />M-2 Industrial, to allow Mr. Medley to install and operate a research laboratory on <br /> <br />the street-front of the property and to allow for some detergent-mixing and a minor <br /> <br />amount of dyeing in the rear portion of the property or building. As stated before <br /> <br />the Commission, Mr. Medley informed Council that, if allowed, this operation would <br />
