<br />478 <br /> <br />TUESDAY, MARCH 10, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br /> <br />with Mayor L. D. Oakes presiding, was held Tuesday, March 10, 1987, in the Council <br /> <br /> <br />Chamber, City Hall, beginning at 7:30 P.M. The following members were present: <br /> <br />L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; and Allan <br /> <br />McClain. Absent was Councilman Alfred T. Groden, who was away from the City. <br /> <br />After the invocation and Mayor Oakes' cordial welcome to visitors present, Council <br /> <br />unanimously approved of the minutes of its regular meeting held February 24, 1987. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on HABCO <br /> <br /> <br />Construction Company's application for a special-use permit to allow applicant to <br /> <br />construct thirty-two townhouses and thirty-two apartment units on property at the <br /> <br />end of Crescent and Wood Streets, off the west side of Greyson Street. In reviewing <br /> <br />the Planning Commission's recommendation that said application be approved, subject <br /> <br />to the providing of a turn-around at the end of Crescent Street and subject to <br /> <br />attaching a five-year time frame for completion of the project, plus the condition <br /> <br />that the newly-applied-for permit, if authorized, would replace a similar permit <br /> <br />issued in 1985 for all-apartments on part of the same site, Council learned from <br /> <br />City Manager George W. Brown that the proposed turn-around, when and if deemed <br /> <br />necessary, would best be located at other than the end of Crescent Street and, too, <br /> <br />residents in the area prefer not to have a turn-around. Meanwhile, Mrs. Estelle B. <br /> <br />Gilbert, who owns property on Greyson Street (near or abutting a proposed private <br /> <br />driveway from the project site to Greyson Street), indicated that she is pleased <br /> <br /> <br />with the proposed housing complex and has no objections thereto so long as the <br /> <br />proposed private driveway is "moved over" from her property. Mr. W. Allen Adams, of <br /> <br />HABCO Construction and present for this public hearing, assured Mrs. Gilbert that <br /> <br />this would be done and would present no problem.
