<br />~56 <br /> <br />TUESDAY, JANUARY 27, 1987 <br /> <br />WHEREAS, the Virginia Fair Housing Act (Section 36-86 of the Code of <br />Virginia) prohibits discrimination on the basis of race, color, religion, <br />national origin, or sex with respect to the selling, leasing, ~enting, <br />managing, and financing of residential housing; and, <br /> <br />WHEREAS, it is the policy of the United States to provide, within <br />constitutional limitations, for fair housing throughout the United States <br />(Title VIII of the Civil Rights Act of 1968, Public Law 90-284); and, <br /> <br />WHEREAS, the Martinsville City Council has previously demonstrated its <br />support for fair housing both by approving housing assistance programs and <br />enacting similar resolutions; now, therefore <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled, that it hereby supports the principle of equal <br />housing opportunity for all of its citizens; and, that it hereby encourages <br />all citizens and businesses, particularly those involved in the selling, <br />leasing, renting, managing, and/or financing of housing in the City, to <br />adhere fully to the Virginia and Federal fair housing laws. <br /> <br />Through Commissioner of the Revenue J. Ronnie Minter, Council learned that The <br /> <br />Honorable Frank I. Richardson, Judge of the Martinsville City Circuit Court, has <br /> <br />appointed Messrs. William D. Hobson, J. P. Sutton, and Lowell Thomas as--and members <br /> <br />of--the City's Board of Equalization for terms beginning January 1, 1987. <br /> <br />Revenue Commissioner Minter also informed Council that the recently-completed 1986 <br /> <br />general reassessment of taxable real estate in the City of Martinsville indicates a <br /> <br />total value of such real estate at $379,399,070 (including new construction) which <br /> <br />represents an average increase of 6.5% over the most recent prior valuation of <br /> <br />$356,147,750. <br /> <br />A contemplated presentation of an Award of Excellence, in recognition of the <br /> <br />Martinsville-Henry County Clean Community Commission's 1986 litter prevention <br /> <br />program, was postponed to Council's forthcoming February 10th meeting. <br />
