(J55 TUESDAY, JANUARY 27, 1987 --- parking spaces by employees of downtown businesses. After some discussion of this proposed ordinance, and upon motion, duly seconded and unanimously carried, Council adopted said proposed ordinance, as follows: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held January 27, 1987, that Chapter 12, Motor Vehicles and Traffic; Article IV, Stopping, Standing and Parking; Section 12-83, Rental spaces in municipal parking lots generally; of the City Code, be and is hereby amended, as follows: Sec. 12-83. Rental spaces in municipal parking lots generally. (a) The traffic engineer is hereby authorized to designate parking spaces and zones in municipal parking lots for rental to persons employed in the City. Any space and zone so designated shall be conspicuously marked and numbered. (b) Rental spaces in certain municipal parking lots not needed for customer parking shall be made available on a first- come, first-served basis to firms located in the Central Business District for use by their employees. Permits for rental spaces shall be issued for the total number of spaces requested by a firm(s) on the basis of written application made to the Finance Director which shall not be reassigned to another firm by the permit holder. All spaces assigned by the Finance Director shall be for a certain specified parking space(s). A rental fee, as may be established by City Council, shall be charged for each space per month which shall be billed to each firm and payable to the Treasurer by the tenth day of the month for the preceeding month. Rent shall be paid on all spaces as noted on the application for permit until the Finance Department is notified in writing of the firms' wish to discontinue the rental of any space. Parking spaces shall be rented on a basis of a full month. Firms desiring to cancel the rental of any space shall notify the Finance Director by the last day of the month in which the parking space(s) is rented. In accordance with the Virginia Community Development Block Grant regulations, and the City of Martinsville being the recipient of a Housing Rehabilitation grant, Council unanimously adopted the following resolution reasserting the Council's previously-expressed support of equal housing opportunity for all citizens of Martinsville: WHEREAS, the Martinsville City Council recognizes that its citizens should have the opportunity to reside in affordable, safe housing wherever they des ire; and,
