<br />r) <br />(J <br /> <br />August 8, 2006 <br /> <br />A special joint meeting of the Council of the City of Martinsville, Virginia <br /> <br />and the Henry County Board of Supervisors was held on August 8, 2006, in <br /> <br />Council Chamber, Municipal Building, beginning at 2:30 P. M. Council <br /> <br />Members present included: Kimble Reynolds, Jr., Mayor; James W. Clark, Vice <br /> <br />Mayor and Council Members Mark T. Anderson, J. Ronald Ferrill and Kathy C. <br /> <br />Lawson. <br /> <br />Henry County Board members present included: H. G. Vaughn, <br /> <br />Chairman; Debra Buchanan, Vice-Chairman; Jim Adams, Paula Burnette, Jim <br /> <br />McMillian and Andy Parker. Other guests included Joyce Grogan, Social <br /> <br />Services Director; Social Services Board members, Mitzi Dailey, of the Health <br /> <br />Department; Dr. M. Geoffrey Smith, Health Department District Director <br /> <br />and Denise Van Valkenburg, Legislative Assistant to Delegate Robert Hurt. <br /> <br />The purpose of the meeting was to hear a presentation from Dewberry & <br /> <br />Davis of the facility study for the Henry County-Martinsville Social Services and <br /> <br />the Health Department. <br /> <br />Benny Summerlin, County Administrator, gave a brief overview of the <br /> <br />background on the space needs assessment. He indicated that both the <br /> <br />County and City had budgeted funds for this assessment and that Dewberry & <br /> <br />Davis was hired in September 2005. They were requested to look at space <br /> <br />needs, evaluate existing buildings and new building sites, prepare preliminary <br /> <br />floor plans and provide costs estimates. <br /> <br />After the assessment was completed, a committee consisting of Benny <br /> <br />Summerlin, County Administrator; Leon Towarnicki, City Public Works <br /> <br />Director; Joyce Grogan, Social Services Director; Don Thomas, Social Services <br />
