<br />.of <br /> <br />July 11, 2006 <br /> <br />A regular work session of the Council of the City of Martinsville, Virginia, <br /> <br />was held on July 11,2006, in Council Chamber, Municipal Building, beginning <br /> <br />at 4:30 P. M., with Mayor Kimble Reynolds presiding. Council Members <br /> <br />,- <br /> <br />present included: Kimble Reynolds, Jr., Mayor; James W. Clark, Vice Mayor; <br /> <br />and Council Members Mark T. Anderson, J. Ronald Ferrill and Kathy C. <br /> <br />Lawson. Mayor Reynolds opened the meeting. <br /> <br />Council considered authorizing a refund of $3,052.70 plus interest for <br /> <br />overpayment of a business license. <br /> <br />Ruth Easley, Commissioner of the <br /> <br />Revenue, said the error was found as part of a desk audit. Council Member <br /> <br />Ferrill moved to authorize the refund; the motion was duly seconded and carried <br /> <br />by the following vote, all members voting: Vote: 5-0. Yeas: (5) - Reynolds, <br /> <br />Clark, Anderson, Ferrill, Lawson. Nays: (0)- None. <br /> <br />Council heard the monthly update from the Martinsville-Henry County <br /> <br />Economic Development Corporation. Jim Barnett introduced Crystal France, <br /> <br />Director of Marketing and Public Relations, who presented the marketing plan <br /> <br />recently adopted by the EDC Board and answered questions from Council. <br /> <br />Council had further discussion on the issue of changing the May Council <br /> <br />election to November. It was a consensus from Council that the elections <br /> <br />continue in May. <br />
