<br /> <br />MARTINSVILLE CITY COUNCIL OPERATING GUIDELINES <br /> <br />1. Council Members will be provided with information from staff and other Members on an equal basis so <br />that they are prepared to make good decisions, insuring that there are no surprises and that there is no <br />appearance of favoritism. <br /> <br />2. The Council expects the City Manager to develop initiatives proactively for the Council, however: <br />· Council would like to feel adequately informed about the topic at hand <br />· The Council reserves the right to delay the decision until adequate information or consideration can <br />be given <br /> <br />3. The Council, not the administration, will speak for the Council and represent its views to the public. <br /> <br />4. The Council will give performance feedback to the City Manager - soon, direct, and in private. <br /> <br />5. The Council assumes the responsibility for "doing its homework," including reading the agenda packet <br />and asking questions of the City Manager or the appropriate staff member prior to the meeting. <br /> <br />6. The Council may make routine inquiries or bring issues on the work list to the attention of the <br />Department Heads, but will avoid giving direction to staff members. <br /> <br />7. The City Council is responsible for formulating the policies, taking into consideration the <br />recommendations of the City Manager. <br /> <br />8. The City Manager will be evaluated on the accomplishment of Council's stated goals, insuring that <br />there are processes for prioritization that ensure that the goals are realistic and that there is a City <br />climate of working to maximize and innovate regarding resources. <br /> <br />9. The City Manager's performance review should be based on a "CEO" perspective with clear, objective, <br />measurable indicators linked to the vision and goals. <br /> <br />10. The City Manager will provide regular quarterly progress reports on the Vision, Goals, and Initiatives <br />and the Council and the City Manager will have dialogue about progress and renegotiate as needed. <br />The Council would also like to have a regular comprehensive meeting to understand the City's financial <br />condition to include the Constitutional Officers and other key individuals to achieve a full picture of the <br />City, assess progress, and to have dialogue about the Vision, Goals, and seek common solutions. <br /> <br />11. The City will work with other entities including the Constitutional Officers to achieve the Vision and <br />strategic goals. <br /> <br />10 <br />
