<br />June 5, 2006 <br /> <br />A special called meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, was held on June 5, 2006, in Council Chamber, Municipal Building, <br /> <br /> <br />beginning at 1:00 P. M., with Mayor Joe Cobbe presiding. Council Members <br /> <br /> <br />present included: Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; <br /> <br /> <br />and Council Members James W. Clark and J. Ronald Ferrill and Terry L. Roop. <br /> <br />Mayor Cobbe opened the meeting and stated that the purpose is to <br /> <br />conduct a public hearing and consider adoption, on first reading, of ordinances <br /> <br />relating to the City's FY07 budget. He then opened the floor for public <br /> <br />comments. <br /> <br />Ollie Spencer of First Street, Raymond Carr of Meadowview Lane, and <br /> <br />former Council Member Bruce H. T. Dallas of Massey Street expressed their <br /> <br />concerns with the proposed increases and the effect on retired citizens with a <br /> <br />fIxed income. <br /> <br />Starling McKenzie spoke on behalf of the Pittsylvania County Community <br /> <br />Action program and requested that Council reconsider restoring at least last <br /> <br />year's budgeted amount of $3,750. <br />Former Mayor George B. Adams made some suggestions and had several <br /> <br />questions concerning the increases, which were all answered. <br /> <br /> <br />Hal Hubener of the Blue Ridge Regional Library spoke on behalf of their <br /> <br /> <br />request and was advised that their request was in the proposed budget. <br /> <br /> <br />Wyvette Dillard of Stephens Street, Beth Chapman of Mulberry Court, <br /> <br /> <br />and Susan Wimbish of Clark Road all expressed their appreciation to Council <br /> <br /> <br />for fully funding the schools. <br />
