M Martinsville

City Council
Agenda Summary

Meeting Date:
Item No:
Department:
Issue:

April 11, 2006

6.

Fire Departmentj Safety

Discussion of Resolution to be adopted approving the West
Piedmont Regional Hazard Mitigation Plan.

Summary: The Disaster Mitigation Act of 2000 requires local communities to
prepare multi-hazard mitigation plans to determine their risks and vulnerabilities
and identify mitigation projects that will reduce these risks. The law requires that
local governments adopt jurisdiction-wide hazard mitigation plans as a condition
of receiving Hazard Mitigation Grant Program project grants and other forms of
non-emergency disaster assistance.

West Piedmont Planning District Commission took the lead on this challenge and
acquired grant funding from the Federal Emergency Management Administration
(FEMA) and the Virginia Department of Emergency Management (VDEM) in order
to hire a consulting firm to develop the study and prepare a draft of the Hazard
Mitigation Plan. A Mitigation Advisory Committee with representation from each
jurisdiction was formed to work with the consultant during the development of the
plan. Public meetings were held for review and comment of the plan. After public
review, the draft was sent to the VDEM for their review and then to FEMA for their
review and tentative approval. The final step is to obtain local adoption by each
jurisdiction and return the documents to FEMA for their final approval.

Attachments:

Hazard Mitigation Plan Q & A
Resolution

Recommendations: Place on next agenda
