<br />July 12, 2005 <br /> <br />Acquisition, construction and equipping of and renovations, additions <br />and improvements to classrooms and other spaces at Patrick Henry <br />Elementary School in the City of Martinsville, Virginia. <br /> <br />Landfill Proiect: <br /> <br />Acquisition, construction and equipping of renovations, additions and <br />improvements to the City of Martinsville Landfill, including corrective action <br />plan, construction and closure of the Landfill mandated by environmental <br />regulations. <br /> <br />Council next considered the need to adopt a Resolution authorizing the <br /> <br />filing of an application with VDOT for the Revenue Sharing program funding for <br /> <br />the maintenance needs of the Starling Avenue and Commonwealth Boulevard <br /> <br />bridges. Leon Towarnicki, Public Works Director, gave an update on the <br /> <br />conditions of the Starling Avenue and Commonwealth Boulevard bridges. He <br /> <br />indicated that bridges are given a rating on a scale of 1-100 and that recently <br /> <br />the Commonwealth Boulevard bridge received a rating of 85, but the Starling <br /> <br />Avenue bridge received a six and is in the most need of major repair. <br /> <br />Mr. Towarnicki indicated that the Revenue Sharing Program has been <br /> <br />available only to counties, but that VDOT is making it available to cities and <br /> <br />towns on a one-time basis. The funding is on a 50/50 basis, with a maximum <br /> <br />of $1 million available per locality. If we receive the funding, the city cannot <br /> <br />use its street maintenance fund for the fifty percent match. <br /> <br />Vice Mayor Reynolds asked if we could apply for both bridges at the same <br /> <br />time or separate. Mr. Towarnicki indicated that it appears the maintenance on <br /> <br />the Commonwealth bridge can be handled in small parts out of street <br /> <br />maintenance and do on an annual basis over probably a two-year period. <br />
