No rule or regulation made by the director of finance <br />pursuant to this section or any alteration or amendment <br />thereof shall become effective or have the force and effect of <br />law unless the director of finance shall: <br />(1) Make such rule or regulation or any alteration or <br />amendment thereof in convenient form, available for <br />public inspection in the director of finance's office at <br />least ten days before such rule or regulation or <br />alteration or amendment thereof is to become <br />effective. <br />(2) File a true copy of such rule or regulation or alteration <br />or amendment thereof adopted by the director of <br />finance after such public hearing with the city clerk. <br />(b) It shall be unlawful for any person to fail, refuse or neglect to <br />comply with or violate any rule or regulation made, adopted <br />and filed pursuant to this section or any alteration or <br />amendment thereof. <br />2-26 Good Neighbor Fund Utility Assistance Program. <br />The director of finance may establish the Good Neighbor Fund <br />Utility Assistance Program whereby the department of public <br />utilities will accept tax-deductible donations from its customers and <br />engage a nonprofit agency to disburse such funds to individuals <br />within the department of public utilities' service territory who need <br />financial assistance paying their utility bills issued by the city. <br />Pursuant to section 2-25, the director of finance may also establish <br />appropriate rules and regulations regarding the eligibility criteria for <br />the award of financial assistance and the accounting, audit and <br />control measures to monitor the disbursement of funds by the <br />nonprofit agency. <br /> <br />Council considered adopting, on second reading, various ordinances relating to <br /> <br />fee schedules.
