<br />M <br /> <br />Martinsville <br /> <br />City Council <br />Agenda Summary <br /> <br />r j" <br /> <br />Meeting Date: <br />Item No: <br />Department: <br />Issue: <br /> <br />September 13,2005 <br /> <br />5. <br /> <br />Safety <br /> <br />Discussion of Resolution to be adopted concerning <br />establishing the National Incident Management System <br />(NIMS) as the City's standard for incident management. <br /> <br />Summary: <br /> <br />Homeland Security Presidential Directive - 5, issued February 28, 2003, directed <br />the Secretary of Homeland Security to develop and administer a National Incident <br />Management System (NIMS). NIMS provides a consistent nationwide template to <br />enable all government, private-sector, and nongovernmental organizations to work <br />together during domestic incidents. Until now, there have been no standards for <br />domestic incident response that reach across all levels of government and all <br />response agencies. Federal preparedness assistance will be leveraged to complete <br />NIMS implementation. In order to receive FFY 2006 (October 1, 2005-September <br />30,2006) preparedness funding, minimum compliance requirements must be met. <br />Local governments should establish legislation, executive orders, resolutions, or <br />ordinances to formally adopt the principles and policies of NIMS. <br /> <br />Minimum NIMS compliance requirements include but are not limited to: <br /> <br />o Incorporating NIMS into existing training programs and exercises <br />o Incorporating NIMS into Emergency Operations Plans <br />o Institutionalizing the use of the Incident Command System (ICS) <br /> <br />Attachments: <br /> <br />O&A - What is NIMS? <br />NIMS Fact Sheet <br />Resolution <br /> <br />Recommendations: <br /> <br />Place on next agenda <br />
