detection/visitor screening at three different locations (Circuit Courtroom,
General District Courtroom, and J & D Courtroom).

. Construct a handicapped ramp at the front entrance, leading from the front
landing along the north wall to the west side of the building, It will be necessary
to rearrange parking on the west side of the building to accommodate the general
public along with adequate handicapped spaces. Some police parking that
currently occurs in the west parking area will need to be shifted to the south
parking area.

. Where reserved parking spaces are provided, remove the specific word
description and replace with non-de script nomenclature such as "Reserved 1",
"Reserved 2", etc.

. Construct a doorway at the first floor level at the bottom of the steps leading
down from the second floor, coming from the hallway behind the Circuit Court
Judge's office.

. Install security cameras in the basement of the Municipal Building to monitor
traffic along the corridors.

. Review all of the internal signage within the Municipal Building in an effort to
standardize style and color, and to provide better directions for visitors.

Designate the front building entrance as the primary entrance, The original building
design provided (architecturally) for the front entrance to be the primary entrance. Over
the years, however, the rear (south) entrance has served as the primary building entrance
due to the proximity of available public parking located to the rear/south of the building.
The rear/south door and the police-side/west door will be modified to accommodate a
card reader/employee ill system, utilizing software already in place and in operation
through the Sheriff's Dept./Jail. Employees will be issued ill cards that can be used to
gain access through these doors. With this change, the Sheriff's Department will
investigate the possibility of manning the front entrance with a metal detector and an
employee at all times during normal building hours, in lieu of staffing three separate
metal detectors at the courtrooms only while court is in session.

Construct front handicapped ramp. Facing the building from the front, there is room to
construct an ADA compliant handicapped access ramp extending to the right (west) and
to the edge of the parking lot currently used by the police department. The ramp will
blend in reasonably well with existing architecture and landscaping, Initially
approximately 10 to 15 public parking spaces will be designated where police cars
currently park, with the police parking shifted to the rear of the building.

Re-word designations for reserved parking. In lieu of reserved parking signs reading for
example, "Commonwealth Attorney", or "Judge", the signs will be revised to read

2
