City Manager Further discussion on reversion process and information to be made available to citizens Summary: Council asked for information on the process of a City reverting to a Town. In addition the Council requested a description of the steps that the City of Martinsville may be taking. The Commission on Local Government has an excellent outline on reversion on their web site at www.dhcd.virginia.gov/CD/CLG/PDFs/reversio.pdf. A copy is also attached to this summary sheet. Also, included as an attachment is Chapter 41, Section 15.2 of the Code of Virginia. The second request is much harder to formulate. The steps and/ or actions that the Council may, or may not, take are numerous. The economic and financial information being developed by our consultants will have to be completed prior to the Council moving forward. Therefore, the outcome of this matter cannot be determined at this time. However, I have tried to develop a flow chart (attached) that illustrates the many decision points involved. Finally, the process will include the Citizens of Martinsville as information is received. It is anticipated the City Council will conduct public sessions through out the process. In addition the Commission on Local Government will conduct a "Public Hearings" in both the City and County.
