M Martinsville

Meeting Date:
Item No:
Department:
Issue:

City Council
Agenda Swnmary

July 12, 2005
2.

Public Works

Discussion of possible funding for maintenance needs of two
bridges in the City and consider adoption of a Resolution
authorizing the filing of an application for the Revenue
Sharing Program funding.

Summary: On previous occasions, maintenance needs on two bridges within the City
has been discussed at Council meetings. The bridges are located on Starling Avenue and
Commonwealth Boulevard. The latest estimate for repairs is approximately $1.3 million
and includes repair work to the deck, sidewalks, painting, joint repairs/replacement, and
other items as may be needed. Unfortunately there does not appear to be any options for
VDOT funding of repairs, other than adding the project to the City's Six- Year Improvement
Plan and as has been discussed with Council in regard to the Liberty Street project,
funding allocations under the Six-Year Plan have already been committed for a number of
years.

We recently received information from VDOT regarding a one-time expansion of their
Revenue Sharing Program to cities and towns, previously available only to counties.
Under the program, $50 million has been set aside statewide to be matched on a
50/50 basis by localities, with $1 million being the maximum state share available per
locality. Applications for funding under this program have a July 22 deadline and if
requests for funding exceed the $50 million available (which is likely), projects will be
prorated evenly across the board. Bridge maintenance work and repairs are eligible
projects under this program.

This is being presented to Council for information purposes in the event Council
desires to participate in the Revenue Sharing Program for this project. As noted, the:
application deadline is July 22nd. If Council desires to participate, it will be necessary
to adopt the accompanying resolution.

Attachments:

Resolution

Recommendations: Motion to adopt Resolution

Motion
Second

Mayor Cobbe
V-Mayor Reynolds

Roop
Ferrill

Clark
