BUILDING CODE ORDINANCE An ordinance to adopt by reference the 2000 Edition of the Virginia Uniform Statewide Building Code; and to adopt various administrative provisions, including permit fee schedules. ARTICLE I. SCOPE Sec.!.!. Ordinance Adoption The 2000 Edition of the Virginia Uniform Statewide Building Code (USBC) and as may be amended, including all addenda, codes and regulations adopted by reference therein are hereby adopted and incorporated into this ordinance as if they were set forth herein verbatim. Sec. 1.2. Administrative Regulations The administrative provisions of the USBC along with the provisions herein shall govern the implementation and enforcement of this ordinance. Sec. 1.3 Applicability The provisions of this ordinance shall apply to any construction, reconstruction, alteration, conversion, repair, maintenance or use of buildings and installation of equipment therein. Sec. 1.4 Requirements Not Covered by Code Any requirement necessary for the safety, strength or stability of any existing or proposed installation or for the safety of the occupants of a building or structure not specifically covered by this ordinance shall be determined by the Building Official subject to appeals to the Board of Appeals. ARTICLE II. ORGANIZATION Sec.2.1. Inspection Division There shall be maintained in the Department of Community Development a Division of Inspection, which shall be under the direct supervision of an employee of the department referred to as the Building Official. Sec. 2.2. Personnel Appointments The Building Official shall be appointed by the Director of Community Development. The Building Official may appoint such assistant as provided for in the annual budget, with the approval of the Director of Community Development. Sec. 2.3. Qualifications of Personnel The qualifications of the Building Official and assistants shall meet the minimum requirements of Sections 104.0 and 105.0 of the USBC.
