Council <br />Member Ferrill stated that it sends a positive message to the c0h~rhunity and sets a <br />standard. He added that the local Master Gardeners are reviewing a Tree Steward <br />program. Council Member RSop expressed a need for a tree replacement program; <br />City Manager Collins indicated that it is a future intent. Mayor Cobbe declared the <br />Public Hearing open. The following individuals spoke in favor of the Ordinance: James <br />Crigger, St., of 1122 South Askin St, and member of the City's Planning Commission; <br />Lois Christensen, of 720 Prospect Hill Drive, and Executive Director of Gateway <br />Streetscape Foundation; and Kevin Keith, of tl~e Virginia Department of Forestry. <br />Mayor Cobbe declared the Public Hearing closed. Council Member Ferrill moved to <br />adopt, on first reading, Ordinance 2004-20; the motion was duly seconded and carried <br />by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, <br />Cobbe, Ferfill, Reynolds, Roop; Nays (0) - None. <br /> Council cohsidered business from the floor. John Shaw, Associate Planner, K. <br /> W. Poore & Associates, presented an update on the West Church Street Commercial <br /> Corridor project, highlighting the history and timeline. Bids have been received on <br /> facade improvement to five properties, and work has begun on sidewalks, curbs and <br /> gutters, and wells for trees and streetlights. A discussion ensued regarding business <br /> and property owner participation, the role of the block grant program in economic <br /> development, and the impact of poor participation. Mr. Crigger made suggestions <br /> <br />regarding the corridor's gateway. <br /> <br /> <br />
