December 14, 2004 <br /> <br /> Council considered adoption of a Resolution in memory of the late David B. <br />Worthy, former City Attorney. Council Member Roop moved to adopt the following <br />Resolution: <br /> <br /> WHEREAS, David B. Worthy, a resident of Martinsville, passed away <br /> December 3, 2004 at the age of 74; and <br /> WHEREAS, David Worthy, a Marine Corps veteran, spent his professional <br /> life as a competent and respected attorney in Martinsville after graduating <br /> from Yale University and the University of Virginia School of Law; and <br /> WHEREAS, David Worthy was appointed at the City of Martinsville's part- <br /> time attorney on September 13, 1972 and served in that capacity for over <br /> 30 years until his resignation in February of 2003; and <br /> WHEREAS, during his tenure as city attorney, Dave Worthy proved <br /> himself time and again a fine counsel and advocate for Martinsville and its <br /> City Council on legal issues and represented the city in various legal <br /> actions, and <br /> WHEREAS, although Mr. Worthy's place was alongside Council members <br /> in meetings, he never desired to take on the role of decision-maker; and <br /> WHEREAS, Council always respected Mr. Worthy's opinion and knew <br /> they could depend on him not only as an adviser, but as a friend; and <br /> WHEREAS, all who knew Dave Worthy will miss the wisdom and <br /> experience he brought to the city, along with his quiet demeanor, his easy <br /> manner and his unassuming sense of humor; now, therefore <br /> BE IT RESOLVED by the City Council of Martinsville, Virginia, assembled <br /> this 14th day of December, 2004, that it does hereby express its sincere <br /> condolences and sympathy to the family of David B. Worthy, and does <br /> express the sense of the community that, while Martinsville will greatly <br /> miss Mr. Worthy, ,t does and wil continue to remember his contributions to <br /> the overall improvement and development of our city. <br /> <br /> Council considered conducting the Neighborhood Focus Meeting for the Druid <br />Hills/Uptown area. Brenda Prillaman, Customer Service, presented the Customer <br />Concerns report for the area for the previous year. <br /> <br /> Council considered conducting a public hearing and adopting, on first reading, <br />Ordinance 2004-20 relative to a Tree Ordinance governing public property for the City. <br />Wayne Knox, Planning, Zoning, & Housing Manager, presented a historical overview of <br />the ordinance and emphasized that it addresses trees, shrubs, and other plants on <br /> <br />2,39 <br /> <br /> <br />
