To <br />protect plant equipment, a portion of the flow must sometimes be bypassed to the river with <br />minimum treatment. Because of similar occurrences and related manhole overflows throughout the <br />Country, new regulations will require development of local CMOM (Capacity, Management, Operation <br />and Maintenance) programs to reduce SSO's (Sanitary Sewer Overflows). Of more Immediate concern <br />locally Is the need for an active Inflow Reduction Program for the City's sewer collection system to <br />insure that DEQ will not use this issue to delay approval of the Henry County PSA'S plans to close <br />the Lower Smith River ww'rP and send that flow to the City's WWTP. <br /> <br />An active inflow reduction program will require that a dedicated crew be assigned to this program. <br />While personnel for this task are not currently available, there are some qualified, dedicated <br />employees currently employed at the City's landfill who can be retained for this purpose upon closing <br />of the landfill in FY 05/06.
