Blue Ridge Regional Jail <br /> <br />has been paid for by the existing members. This fee, as with other project capital cost, <br />would be subject to negotiations between the Authority and Pittsylvania County. <br /> <br />Option II <br /> <br />In this option, Pittsylvania County would build a local jail (or expand the existing jail) to <br />incarcerate the County's pre-trial population and potentially some of the lower security. <br />sentenced inmates. This facility would be eligible for twenty-five percent reimbursement <br />from the Commonwealth for the approved project cost and the local detention facility <br />would be operated by the Sheriff. <br /> <br />Sentenced inmates' and inmates with behavioral and/or medical problems would be <br />transporled to and retained in the Regional Jail system. The Authority would be required <br />to expand the secure detention capacity to incarcerate the Pittsylvania County <br />responsible inmates. The capital cost associated with this capacity expansion would be <br />the responsibility of Pittsylvania County, but would be eligible for fifty percent <br />reimbursement from the Commonwealth for the approved project cost. <br /> <br />It was the opinion of the Superintendent that this option would probably not receive <br />favorable consideration from the Authority. The major drawbacks would be the <br />incarceration of 'high cost' inmates from Pittsylvania County which would be shared by <br />the other Authority members and the disruption of the Superintendent's flexibility in <br />moving inmates between facilities to accommodate the needs of the Authority. The <br />assumption behind the first drawback is that the inmate population from Pittsylvania <br />County would tend to include a higher percentage of inmates with medical problems <br />being incarcerated in the Authority Regional Jail system with the 'non-medical problem" <br />inmates retained in the Pittsylvania County local facility. This would potentially result in <br />a cost shift to the other members. <br /> <br />If the Blue Ridge Regional Jail Authority requested a recommendation concerning this <br />option from the Superintendent, his recommendation would probably be negative. <br /> <br />Findings and Conclusions <br /> <br />The building of additional secure detention capacity to serve the existing and future <br />needs of Pittsylvania County will be approximately equal with any of the 'new build' <br />options available to the County. The capital cost associated with the capacity needed <br />for Pittsylvania County will only differ based on the site selected and the availability of <br />the utilities required to service the Jail. Excluding site and utility infrastructure <br />requirements, the cost of building the required secure detention capacity on a per bed <br />base will be approximately equal for a 'local facility' built to serve Pittsylvania, a facility <br />built for the Blue Ridge Regional Jail Authority or a facility built to serve the needs of a <br />regional jail authority/board created to serve three or more of the following jurisdictions: <br />Pittsylvania, Danville, Franklin, Henry, Martinsville and Patrick. The significant cost <br />difference to Pittsylvania County will be if the expansion is a 'local' project or a 'regional' <br />project. <br /> <br />Option I, as related to the Blue Ridge Regional Jail options, transfers all 'jail <br />responsibilities' to the Blue Ridge Regional Jail Authority and the Pittsylvania County <br />Sheriff would not have any responsibility for arrestees after the issuance of a <br />commitment order by a magistrate.
