Blue Ridge Regional Jai! <br /> <br />Ridge Regional Jail Authority would be required. To accept additional members in the <br />Blue Ridge Regional Jail Authority requires a unanimous agreement of the current <br />member jurisdictions. <br /> <br />The per diem for inmate days charged to member jurisdictions is approximately twenty- <br />five dollars ($25.00) per day. Approximately nine to ten dollars of the per diem is for the <br />debt service for repayment of the project capital cost. <br /> <br />In discussions concerning the options that may be available to Pittsylvania County for <br />joining the Blue Ridge Regional Jail Authority, two options were identified and discussed: <br /> <br />· Option I - Blue Ridge Regional Jail Authority would be responsible for the <br /> incarceration of all Pittsylvania County inmates and the existing Pittsylvania <br /> County Jail would be 'turned over' to the Authority. <br /> <br />· Option II - Pittsylvania County would operate a 'local jail" for incarcerating <br /> pre-trial inmates and would be operated by the Pittsylvania County Sheriff. <br /> The sentenced and 'overflow pre-trial inmates would be incarcerated by <br /> and in a facility managed by the Blue Ridge Regional Jail Authority. <br /> <br />Option I <br /> <br />In the first option, Pittsylvania County would be responsible for the capital cost required <br />to expand the Blue Ridge Regional Jail capacity Io a level suffident to incarcerate the <br />Pittsylvania County future inmate population. This capital cost would be incurred by the <br />Authority, however the debt service payments required to retire the debt associated with <br />the required capacity expansion for Pittsylvania County, would be the responsibility of <br />Pittsylvania County. The project capital cost would be eligible for the fifty percent <br />reimbursement from the Commonwealth for Ihe approved project cost. It was the <br />Superintendent's opinion that the additional capacity required for Pittsylvania County <br />would probably be located in Pittsylvania County. The continued use of the existing <br />Pittsylvania County Jail or the expansion of that jail would be considered during the <br />Planning Study phase of the project. <br /> <br />It was the opinion of the Blue Ridge Regionai Jail Superintendent that the per diem <br />charge to Pittsylvanla County for the operating cost would be approximately equal to that <br />charged to the other member jurisdictions. The movement of inmates to/from the <br />Regional Jail would be the responsibility of the Blue Ridge Regional Jail Authority and <br />the location used to incarcerate an inmate would be an operational decision of the <br />Regional Jail management. The Authority management would place inmates in the <br />facility that had the programs and available space that would best serve the needs of the <br />Authority management and the inmates. <br /> <br />Some of the administrative, program, support areas within the existing Blue Ridge Jail <br />system could potentially require upgrading to accommodate Pittsylvania County joining <br />the Authority. Any capital cost associated with necessary upgrades would be the <br />responsibility of Pittsylvania County. <br /> <br />The addition of Pittsylvania County to the Blue Ridge Regional Jail Authority could <br />require a 'joining fee' to reflect the County's use of existing facility and infrastructure that <br /> <br />Powell Consulting Services 3 November 29, 2004 <br /> <br /> <br />
