Mr. Towarnicki detailed <br /> expenses already incurred in the project, including engineering and right-of-way <br /> acquisition. <br /> <br /> Mr. Collins announced that Martinsville Uptown Revitalization Association <br />director Dr. Allan Williams has resigned to take a city management position in <br />Missouri. Mr. Roop asked council to recognize the death of Lt. Tim Jones of the <br />Martinsville Police Department. <br /> <br /> With all four members present voting aye, Mr. Reynolds having left the <br />meeting just after 1 p.m., city council unanimously adjourned to a closed session <br />to discuss the acquisition of real property. Council returned by to open session at <br />2:30 p.m., and certified that it abided by the Virginia Freedom of Information Act <br />in the conduct of the closed session, with Mr. Cobbe, Mr. Clarke, Mr. Ferrill and <br />Mr. Roop all voting aye upon the certification. <br /> <br /> With no further business to conduct, council adjourned upon the motion of <br />Mr. Ferrill. <br /> <br />Matthew C.
