236 <br />December 2, 2004 <br /> <br /> has the capacity and space to build a second facility identical to the present jail <br /> adjacent to the present facility. Ms. Hopkins indicated a second facility could <br /> allow the city to have more individual holding cells to meet unique or special <br /> incarceration needs, including medical and security segregation of inmates <br /> outside the general population. <br /> <br /> Mr. Roop inquired about officer safety. Both the sheriff and the chief <br /> deputy indicated that maximizing officer safety could require some modifications <br /> in design of the facility. <br /> <br /> Mr. Collins outlined the economic and operational assumptions associated <br />with construction of regional jails. <br /> <br /> Mr. Reynolds moved to authorize the city manager to accept the request <br />from Pittsylvania County to enter the regional jail study. Mr. Roop seconded the <br />motion. Council unanimously approved the motion by voice vote. <br /> <br /> Mr. Collins asked Public Works Director Leon Towarnicki to detail the <br />receipt of bids for the Liberty Street~Clearview-Northside street and intersection <br />reconstruction project. The Virginia Department of Transportation received bids <br />for the third time Nov. 17, and bids again came in higher than originally projected. <br />VDOT's allocations do not cover the costs of the higher bid, and it recommended <br />that the city proceed with the first phase of the project by borrowing against <br />future allocations. Borrowing against allocations would push Phase II back as far <br />as 2010. <br /> <br /> Mr. Towarnicki recommended that the city follow VDOT's <br />recommendation.
