Martinsville <br />A CITY WITHOUT LIMITS <br /> <br />From: W.W. Bartlett, Assistant City Manager <br /> <br />To: Dan Collins, City Manager <br /> <br />Subj: Regional Jail <br /> <br />Date: November 30, 2004 <br /> <br />I have read the study and reviewed its conclusions and recommendations. I have also <br />spoken to Sheriff Draper and he provided much valuable data and insight into this <br />project. Based on the study and information I will present below I recommend one of <br />two responses be prepared. First, the City of Martinsviile accept the invitation to <br />participate in the study with the option to pull out of the project once the study has <br />been completed. The second response would be to decline the invitation to join <br />Pittsylvania County in building and operating a regional Jail. <br /> <br />I have spoken to Mr. Sleeper, County Administrator of Pittsylvanla County; he has <br />informed me all participants would have the option of declining to participate in the <br />actual construction of the regional jail once the study was concluded. The cost of the <br />study is estimated to be $52,000 for the operational analysis and an additional $47,000 <br />for the planning study, which produces the A&E drafts. The operational analysis is the <br />study we have been provided. After speaking to Mr. Sleeper I am still not sure if the City <br />would have to pay a share of the cost of this study. At our meeting in July Mr. Sleeper <br />stated none of the communities would have to provide any funding for the study. If all <br />six communities participate in the operational analysis our portion of the cost would be <br />$8,666. If all six then participated in the planning study our part of that cost would be an <br />additional $7,833 for a total of $16,499. We should inform Mr. Sleeper we are willing to <br />participate in the planning study and pay for our portion of that study since we were <br />informed earlier we would not have to pay for the operational analysis. At the end of the <br />planning study we will reevaluate our participation based on the results of that study. <br />This would be the response I would recommend and would cost the city anywhere <br />from $7,833 to $15,667 if only 3 communities participate. <br /> <br />Before we start our analysis of the study I must inform you the table at the bottom of <br />page 33 is not correct. The first attachment shows the correct information. I verified this <br />with Mr. Powell who conducted the study. I found other errors but they concerned other <br />localities and as such need no other discussion. I have several concerns with the study. <br />First, using data back to 1998 is questionable.
