Martinsville <br /> <br />City Council <br />Agenda Smmnm'y <br /> <br />Agenda Item Number ~ <br />Department: City Manager <br />Date: 12-2-04 <br /> <br />Agenda Item: Discussion of regional jail study and proposal submitted by Pittsylvania County. <br /> <br />Summary: The study we have been provided is the operational analysis. In a July meeting of all the <br />communities Mr. Sleeper stated Pittsylvania County would pay for that study ff the communities would <br />agree to cooperate, all did. <br /> <br />The next step is completion of the planning study, which produces the A&E drafts and will cost $47,000. <br />Our share of that expense would range from 87,833 to 815,667 depending on how many communities <br />participate. Mr. Sleeper informed Mr. Bartlett the City could withdraw from the project at the end of the <br />planning study and not precede to construction if we so decided. <br /> <br />Certain information in the study is not correct. The only error for the City is the chart at the bottom of <br />page 33. A corrected chart is found in the attachment. <br /> <br />The attachment provides an analysis of the study and its methodology. Fault is found in the forecast of <br />future inmate populations. The study uses data from 1998 - 2004. Because of changes to our economic <br />and population base 'we believe using data prior to 2001 is unwise. Using data from 2001-2004 yields <br />inmate population estimates considerable less than the study. So much less the actual need for additional <br />bed space is a matter of debate. <br /> <br />Our building 2 only cost 812,812 per bed vice the 8112,000 stated in the study. We could build another <br />building 2 for 77% less than the estimate in the study. Additionally the forecasted operational cost is <br />863.08 per inmate day vice our current cost of 844.85, a 41% increase.
