Cost and Capacity of a proposed Regional Jarl serving Pittsylvania, Franklin, Heno/, and Patrick Counties and the Cities of Danville and Martinsville Franklin County The Franklin County Jail is part of the Courts complex in Rocky Mount. The Jail is a two story brick structure (with basement) and is located at 70 East Court Street and is adjacent to the Franklin Court House. Construction of the jail was completed in 1937. A two story work release component was added in 1987. The jail contains two maximum security cell blocks (2°d floor) and two work release dorms on the second floor; three medium security cell blocks, two work release dorms, intake and booking area, administrative areas, kitchen, and one contact visitation space on the first floor; and laundry, inmate property and work release office in the basement. The operating capacity of the Franklin Jail, as established by the Department of Corrections, is 49. Both male and female inmates are held in the jail, however, females are generally held in other jurisdictions, primarily Roanoke City Jail. The Jail has inadequate program, medical, support services, and administrative areas for the rated capacity and is undersized for the number of incarcerated inmates. Continued Use of the Existing Facility The Franklin County Jail is in good condition and with normal maintenance should provide many years of additional use. Inmate Population The average daily population incarcerated in the Franklin County Jail, as repot[ed in the Commonwealth's Local Inmate Data System, is shown in the table below. The average daily population incarcerated in the jail has exceeded the capacity of the jail for at least the past 8 years. In the FY-2002 Jail Cost Report (dated November 1, 2003), the Franklin County Jail was the thirty-first most "crowded" jail in the Commonwealth.
