Mayor Cobbe stated that he supports the Chamber of <br /> <br />Commerce's recommendation. Council Member Clark stated that he polled <br /> <br />approximately 80 citizens with only one opposing residency requirements. Vice Mayor <br /> <br />Reynolds stated that he is not aware of a problem. Council Member Roop stated that <br /> <br />he has never seen, as a Council Member or City employee, an action that would imply <br /> <br />that Martinsville and Henry County are not one community. Mayor Cobbe moved to <br /> <br />amend the Ordinance to read "Martinsville-Henry County"; the motion was duly <br /> <br />seconded and defeated by the following vote, with all members voting: Vote 2 - 3; <br /> <br />Yeas (2) - Cobbe, Reynolds; Nays (3) - Clark, Ferrill, Roop. Council Member Ferrill <br /> <br />moved to adopt, on second reading, the following Ordinance 2004-17; the motion was <br /> <br />duly seconded and carried by the following roll call vote, with all members voting: Vote <br /> <br />5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session held on September 28, 2004, that <br />Section 2-3 of the Code of the City of Martinsville, currently <br />reserved, be, and hereby is, amended to read as follows: <br /> <br />Sec. 2-3. Residency required for certain employees. <br /> <br />The City Manager, the City Attorney, the Assistant City Manager <br />and the head of any department of the City established pursuant to <br />the Charter, the City Code, or resolution of the City Council shall <br />establish residence within the corporate boundaries of the City no <br />later than twelve (12) months after the commencement of <br />employment and shall thereafter maintain residence within the <br />corporate boundaries of the City during the term of his or her <br />employment. The City Manager may make exceptions to the <br />requirements established hereby when unusual or extraordinary <br /> <br /> <br />
