October 26, 2004 <br /> A regular, monthly meeting of the Council of the City of Martinsville, Virginia, was <br /> held on October 26, 2004, in Council Chamber, Municipal Building, beginning at 7:30 P. <br /> M., with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br /> Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. <br /> Clark, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Vice Mayor Reynolds and Pledge to the American <br /> Flag, Mayor Cobbe welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the September 28, <br /> 2004, and October 12, 2004, meetings as presented; the motion was duly seconded <br /> and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br /> Clark, Cobbe, Ferritl, Reynolds, Roop; Nays (0) - None. <br /> <br /> Council considered approval, on second reading of Ordinance 2004-17 <br />amending Section 2-3 of Chapter 2 Administration of the City Code relating to residency <br />requirements for department heads. Mayor Cobbe opened the meeting to public <br />comment. Klm Adkins, President, Martinsville~Henry County Chamber of Commerce, <br />highlighted a resolution approved and transmitted to Council by the Chamber of <br />Commerce requesting that "Martinsville-Henry County" be the residency requirement. <br />Chuck Davies, of 1234 Mulberry Road, agreed with Mrs. Adkins, citing that the <br />proposed Ordinance was "sending the community a negative message." Robert R. <br />Collins, City Manager, stated that the proposed Ordinance would not affect the <br />department heads of the School System or the Martinsville-Henry County Economic <br />Development Corporation.
