October 12, 2004 <br /> A regular work session of the Council of the City of Martinsville, Virginia, was <br /> held on October 12, 2004, in Council Chamber, Municipal Building, beginning at 1:00 P. <br /> M., with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br /> Cobbe; Kimble Reynolds, Jr., Vice Mayor; and Council Members J. Ronald Ferrill and <br /> Terry L. Roop. Council Member James W. Clark was out of town. <br /> <br /> Robert R. Collins, City Manager, welcomed everyone to the work session. <br /> Richard Ephgrave, Director of the Longwood Small Business Development <br /> Center, introduced himself as the new director. The office is located within the <br /> Martinsville-Henry County Chamber of Commerce and is open Monday through Friday, <br /> 8:00 A. M.-5:00 P. M. <br /> <br /> Cathy Tylutki, StarTek Employment Manager, and Chad Thorpe, StarTek Site <br />Director, presented an update regarding StarTek. Currently, 150 employees are in <br />training, with 225 additional employees each starting on November 1, 2004, and <br />November 29, 2004. The starting wage is $8 per hour, and a job fair is scheduled for <br />October 16, 2004. <br /> <br /> A discussion ensued regarding Ordinance 2004-17 amending Section 2-3 of <br />Chapter 2 Administration of the City Code relating to residency requirements for <br />department heads. City Manager Collins stated that Staff asked that Council consider <br />using Virginia Retirement System (VRS) years of service for exemption, as opposed to <br />the proposed City's year of service. Council Member Ferrill stated that he plans to <br />propose the re-insertion of "The City Manager is authorized to make exceptions to the <br />requirements established thereby, subject to the review of City Council."
